Abstract

This article reviews the literature regarding public administration
reform of the countries in ASEAN Economic Community under its project
entitled “ASEAN Guru”. It aims to investigate each country’s development
process, particularly bureaucracy reform, which is seen directly affect the
stability of the countries towards the ASEAN Economic Community.
This study found that Negara Brunei Darussalam manages their
government administration system based on government-center. The country
emphasizes and progressively promotes public administration system and
professional development of government officials. The government encourages
and fully supports staff in furthering higher degrees.
The Kingdom of Cambodia gains public administration support
from the United Nations. The first manual for government official was
published in 2010. This movement focuses on transparency and effectiveness
towards public service.
In 2010, the Republic of Indonesia announced its bureaucracy
reform under the national government official organization in order to meet
the world’ class standard in 2025.
The Lao People’s Democratic Republic governed by Lao People’s
Revolutionary Party has reformed public administration and authority. 

The country progressively develops strategic plan in order to improve public
administration system and produce high-qualified civil servants.
Malaysia has promoted country’s strategic plan 2020 for
professional development. Government officials are required to work effectively
according to Government Transformation Program (GTP).
The Republic of the Union of Myanmar focuses on economics
reform and promotes economic and social development plan for 20 years
(2010-2030). This includes the establishment of civil servants board of
committee and professional development sector with the support from
international organizations.
The Republic of Philippines has reformed its bureaucracy in 1996
called government transformation program. The primary aim is to strengthen
government system.
The Republic of Singapore has reformed the public management
by reviewing and improving the organization system including public
administration and governance statements.
The Kingdom of Thailand has ordered bureaucracy reform in 1997
and announced its first model scheme (1997 - 2001) in October 2002. This
reform affects the overall government sectors.
Socialist Republic of Vietnam promotes economic and social
development plan for 10 years (2011-2020) which its aims to improve and
advance the country as industrial and middle-class income country. It has
promoted public administration reform into 4 aspects: institutional reform,
administrative reform, government official reform, and governance statements
reform
