ข้อเรียกร้องให้มีการจัดตั้งองค์กรปกครองส่วนท้องถิ่นรูปแบบพิเศษในประเทศไทยศึกษาผ่านกรณีเกาะสมุย จังหวัดสุราษฎร์ธานี (Requirement in Establishing Special Local Government in Thailand : A Case Study of Koh Samui, Surat Thani Province)

Abstract

บทความนี้มุ่งอธิบายข้อเรียกร้องให้มีการจัดตั้งองค์กรปกครองส่วนท้องถิ่นรูปแบบพิเศษของเกาะสมุย โดยการศึกษาจากเอกสาร ผลการศึกษา พบว่า ข้อเรียกร้อง มี 3 ประเด็น สำคัญ ได้แก่ (1) การปรับโครงสร้างการบริหาร (2) การขยายอำนาจหน้าที่ (3) การเพิ่มแหล่งที่มาของรายได้โดย ซึ่งสาเหตุของการเรียกร้องเกิดจากการขาดความสามารถในการบริหารจัดการของรูปแบบเทศบาลด้านอำนาจหน้าที่และงบประมาณ

This article aims to explanation the requirement in establishing special local government in Thailand, a case study of Koh Samui. The study of documents. The results showed that the three key requirements are restructuring, expanse the authority and increase income. The cause of the requirement is a lack of capacity in the management of the authority and budget municipality.
