Abstract

งานวิจัยนี้มุ่งตอบคำถาม 3 ประเด็น คือ 1) บริบทชุมชนพุมเรียงในภาวะการณ์ การเปลี่ยนแปลงเป็นอย่างไร 2) ฐานเศรษฐกิจและทุนทางวัฒนธรรมเป็นอย่างไร และ 3) ทั้ง 2 ประเด็นข้างต้นส่งผลกระทบต่อการพัฒนาและความสงบสุขของชุมชนอย่างไร พื้นที่วิจัย คือ ตำบลพุมเรียง อำเภอไชยา จังหวัดสุราษฎร์ธานี ใช้ระเบียบวิธีวิจัย เชิงคุณภาพที่เน้นการวิจัยแบบมีส่วนร่วม เก็บรวมรวมข้อมูลด้วยการสังเกต สัมภาษณ์ สนทนา จัดเวทีชุมชน สนทนากลุ่มเพื่อการวิเคราะห์ข้อมูล ส่วนการสังเคราะห์ข้อมูลได้ผสมผสานข้อมูลจากการวิจัยแบบมีส่วนร่วม ผลการวิจัยพบว่า บริบทชุมชนพุมเรียงในภาวะการณ์เปลี่ยนแปลงบริบทด้านสภาพกายภาพของชุมชน ในอดีตพุมเรียงเคยเป็นเมืองท่าสำคัญและเป็นศูนย์กลางของ การปกครอง ด้านสังคมวัฒนธรรมทั้งชาวไทยพุทธชาวไทยมุสลิมและชาวไทยเชื้อสายจีนให้ความสำคัญกับผู้อาวุโสและมีความใกล้ชิดกับวัดและมัสยิดอย่างยิ่ง ด้านเศรษฐกิจ/อาชีพ เมื่ออยู่ภายใต้ระบบเศรษฐกิจทุนนิยมได้เปลี่ยนเป็นทำนากุ้งและทำสวนปาล์มน้ำมัน ด้านการเมืองการปกครอง/โครงสร้างอำนาจ พุมเรียงได้ยกฐานะเป็นเทศบาลตำบล มาตั้งแต่ปี พ.ศ. 2542 วัฒนธรรมการปกครองเชิงอำนาจเกี่ยวข้องกับระบบอุปถัมภ์ ด้านการพึ่งพาตนเองของชุมชน ดำรงชีวิตด้วยวิถีการผลิตทางเกษตรและการประมง ด้านโครงสร้างพื้นฐาน ปัจจุบันการสาธารณูปโภคและสาธารณูปการมีการพัฒนาให้ดีขึ้นตามลำดับ ด้านสภาพปัญหาของชุมชน มีปัญหาสำคัญ ได้แก่ การบุกรุกทำลายพื้นที่สาธารณะ งานสาธารณูปโภคและสาธารณูปการ สภาพแวดล้อมและยาเสพติด ฐานเศรษฐกิจ ซึ่งแต่เดิมชุมชนมีทรัพยากรอุดมสมบูรณ์แต่ปัจจุบันลดน้อยลง ทรัพยากรบุคคล 3 กลุ่ม คือ กลุ่มที่เป็นกำลังการผลิต กลุ่มวัยพึ่งพิง และกลุ่มวัยศึกษาเล่าเรียน กลุ่มที่เป็นกำลังการผลิตมีความสำคัญต่อฐานเศรษฐกิจอย่างยิ่ง มีทั้งที่พ้นสมัย สมสมัย และควร ต่อยอด ส่วนศาสตร์และเทคโนโลยีจากภายนอกได้นำเทคโนโลยีสมัยใหม่เข้ามาผสมผสานกับแรงคนทำให้ผลผลิตมีปริมาณเพิ่มขึ้น ด้านสุขภาวะของผู้คนและชุมชน ปัจจุบันต้องเผชิญกับปัจจัยเสี่ยง ส่วนปัจจัยและข้อจำกัดเกี่ยวกับการขยายฐานทางเศรษฐกิจ ได้แก่ สภาพการคมนาคม การสาธารณูปโภคและการสาธารณสุข อำนาจและฐานอำนาจ ในชุมชนยังเกี่ยวข้องกับบารมีที่เกิดจากการเป็นคนดี และแหล่งอบายมุขและสิ่งเสพติด สำหรับด้านทุนทางวัฒนธรรมที่สำคัญ ได้เปลี่ยนแปลงไปจากเดิมแทบทั้งสิ้น ฐานเศรษฐกิจและทุนทางวัฒนธรรมของชุมชน แม้ว่า บริบทชุมชน ฐานเศรษฐกิจ และทุนทางวัฒนธรรมจะเป็นจุดแข็งของชุมชนพุมเรียง แต่เนื่องจากการที่ผู้คนถูกครอบงำด้วยระบบทุนนิยม ทำให้เป็นอุปสรรคต่อการพัฒนาและความสงบสุขของชุมชน จำเป็นอย่างยิ่งที่ผู้คนในชุมชนจะต้องหันมาร่วมกันเพื่อพัฒนาบนพื้นฐานของการพึ่งตนเองตามศักยภาพที่มีอยู่ในด้านต่าง ๆ This research aimed to answer 3 questions: 1) how context of Phumriang community is in changing condition, 2) what economic based, and cultural capital are, and, 3) how the above mentioned points do effect to community’s development and peaceful living. This research was conducted in Phumriang sub-district, Chaiya district, Surat Thani Province by using qualitative research methodology based on participatory research. The data were collected and analysed by observation, interview, conversation, community forum, and group discussion. Data were synthesised by mixing method from participatory research method. The result showed that Phumriang community was an important seaport, and a centre governance of the area. The community was multi-cultures. Its members were Buddhist, Moslem, and Chinese where senior system pay an important role with a closed relation to temples and mosque. The community relied mainly on capitalist economy in shrimp farming, and oil palm farm. Since 1999, Pumriang became municipal district administrative which infrastructures showed more improvement, while feudal system paid an important role. The community relied on self established by doing farming, and fishing. Unfortunately, some of community members invaded public area, public utility, public assistance, environment, and event addicted to drug. From economic based point of view, the resources of the community were less than before. Its human resources mainly based on working population where dependency, and students were also among them. In addition, local wisdoms were still available in 3 conditions: out of date, up to date, while some had abilities to be improved. The community had added technology along with its labours to improve productivity. Unluckily, its members health were in higher risk condition. Apart from these, the community still have some factors and limitations to increase its economic based such as transportation, public utility, and public health. However, those who influence the community are righteous people, where gamblers, and drug addict were increasing. Cultural capital of the community had been totally changed. Economic based, and cultural capital were still the strength part of the community while obstructed by capitalism, the community neither developed enough nor stay peacefully. Therefore, the community needed to join together to turn into self sufficiency development based on the community abilities.
