บทความนี้มุ่งเน้นการศึกษาแนวคิดทฤษฎีด้านการช่วยเหลือระหว่างประเทศ ในมิติความสัมพันธ์ระหว่างประเทศ จากการเปลี่ยนแปลงของระบบโลกทั้งทางด้านเศรษฐกิจ สังคม การเมือง นำไปสู่การพัฒนาประเทศอย่างไม่เท่าเทียมกันและมีความเหลื่อมล้ำสูง รัฐที่มีขีดความสามารถสูงได้หยิบยื่นความช่วยเหลือเพื่อการพัฒนาให้แก่รัฐที่อ่อนแอกว่า การจัดสรรความช่วยเหลือจากต่างประเทศเป็นพฤติกรรมที่ทุกประเทศให้การยอมรับและมีการยึดถือปฎิบัติร่วมกัน รูปแบบของการช่วยเหลือเป็นไปในลักษณะเงินให้เปล่า เงินกู้ หรือเป็นการให้สิ่งของ เช่นในกรณีเกิดปัญหาความยากจน ภัยพิบัติ โรคระบาด เป็นต้น ในปัจจุบันตัวแสดงที่ไม่ใช่รัฐ เช่น องค์การระหว่างประเทศ องค์กรที่ไม่ใช่ของรัฐ บรรษัทข้ามชาติได้เข้ามามีบทบาทมากขึ้นในการให้ความช่วยเหลือระหว่างประเทศ ผลกระทบจาการช่วยเหลือระหว่างประเทศส่งผลให้เกิดการพัฒนาทางเศรษฐกิจในภาคการผลิตและการจ้างงาน ลดปัญหาความยากจน และเสริมสร้างความสัมพันธ์อันดีทางด้านการฑูตระหว่างรัฐ สำหรับประเทศไทยการให้ความช่วยเหลือระหว่างประเทศเป็นเครื่องมือทางการฑูตและเป็นตัวบ่งชี้ความสามารถของรัฐซึ่งได้เเสดงถึงพัฒนาการเเละศักยภาพของไทยที่สามารถจะร่วมเเบ่งปันความรู้เเละประสบการณ์กับนานาประเทศบนเวทีระหว่างประเทศได้

Abstract

This article is emphasized to study the concept of foreign aid theory in International Relations. The changes in economy, society and politics in the global system cause by high inequity of development.  A state which has high capacity will be able to provide the aid for development to a weaker state. Foreign aid is a kind of acceptable behavior, and all states have done. Foreign aid can be characterized by cash, loan or in kind; for example, in the

case of poverty, disaster, and epidemic disease ect. Apart from state actors, non-state actors such as International Organization, Non-Governmental Organization and Multi-National Companies have significantly influenced on foreign aid. The impact of foreign aid leads to the development of production and employment, the reduction of poverty, and good diplomatic relations among states. Thailand has adopted foreign aid as a diplomatic instrument, as well as being as an indicator of state’s capacity which illustrates the development and potential of Thailand that can share knowledge and experience with many countries on international stage
