แรงจูงใจและปัญหาอุปสรรคของการเข้าร่วมโครงการจัดรูปที่ดิน (The Motivation and Obstacle of Getting Landowners to Participate in the Land Readjustment Projects)

Abstract

การจัดรูปที่ดินในประเทศไทยมีพระราชบัญญัติจัดรูปที่ดินเพื่อพัฒนาพื้นที่ พ.ศ. 2547 รองรับ แต่จนถึงปัจจุบันยังไม่มีโครงการใดในกรุงเทพมหานครดำเนินการสำเร็จในทาง ปฏิบัติ การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษาแก่นความคิด แรงจูงใจ แรงผลักดันที่ทำให้เจ้าของที่ดินเข้าร่วมโครงการจัดรูปที่ดิน และปัญหาและอุปสรรคที่ทำให้ไม่เข้าร่วมในโครงการ เครื่องมือที่ใช้ในการเก็บข้อมูลคือการสัมภาษณ์เชิงลึกเจ้าของที่ดินที่ ตัดสินใจเข้าร่วมโครงการ และเจ้าของที่ดินที่ไม่ต้องการเข้าร่วมโครงการในกรุงเทพมหานคร

ผลจากการศึกษาพบว่า แรงจูงใจในการเข้าร่วมโครงการเป็นแรงจูงใจภายในมากกว่าจะเป็นแรงจูงใจภายนอก คือ การมีทัศนคติที่เห็นถึงความสำคัญของการร่วมมือกันพัฒนาให้แปลงที่ดินมีทาง เข้าออกสู่ถนนด้วยวิธีการจัดรูปที่ดิน และตระหนักถึงประโยชน์ต่อสังคมและส่วนรวม โดยมีผู้นำในกลุ่มเป็นแรงผลัก ผลจากการศึกษาเสนอแนะการใช้มาตรการสร้างแรงจูงใจภายใน และสร้างสภาพแวดล้อมที่เอื้อต่อการเข้าร่วมโครงการของเจ้าของที่ดิน เพื่อให้โครงการดำเนินการได้สำเร็จในทางปฏิบัติ ซึ่งจะนำไปสู่การพัฒนาเมืองอย่างเสมอภาคและมีประสิทธิภาพต่อไป

None of LR projects have been successfully implemented in Bangkok so far although the land readjustment system in Thailand is secured by the establishment of the 2004 Land Readjustment Act. The objective of the research is to examine the motivation of getting landowners to participate in LR projects and the obstacles perceived by the opposing landowners. The qualitative method by in-depth interviews sought to examine two groups of informants including landowners who consented to
LR projects and who opposed to the projects in the Bangkok Metropolitan Area.

The study gleans some insight from the findings to provide that intrinsic motivation existed within the landowners who consented to LR projects rather than extrinsic motivation. They realized the importance of co-operation for road access as well as benefits to local communities and society. The leader of local community or
the largest landowner was also a drive. It is suggested that policy makers and urban planners consider motivating the landowners intrinsically by persuasion in compliance with creating environment which facilitates landowner involvement.
