การปกครองท้องถิ่นไทย : ประชาธิปไตยที่แท้จริง คือการปกครองตนเอง (Thai Local Government : Genuine Democracy is Local Self - Government)

Abstract

         การส่งเสริมให้ชุมชนปกครองตนเองผ่านการกระจายอำนาจการปกครองไปสู่ท้องถิ่น ถือเป็นรากฐานสำคัญของการฝึกให้ประชาชนได้ใช้อำนาจประชาธิปไตย เพราะเป็นการสร้างความเชื่อมั่นและภูมิใจในการแสดงความคิดเห็นของคนในชุมชน ไม่มองข้ามความคิดของประชาชน และสิ่งสำคัญคือ ช่วยผลักดันให้ประชาชนกลายเป็นพลเมืองที่มีวัฒนธรรมที่ดีในการดูแลและกำหนดทิศทางในการพัฒนาพื้นที่ของตนเอง 

         บทความนี้มุ่งส่งเสริมการใช้อำนาจประชาธิปไตยที่แท้จริงของประชาชนในระดับท้องถิ่นหรือระดับชุมชน และเสนอมุมมองที่สนับสนุนให้ประชาชนได้ใช้สิทธิในการปกครองตนเองเพื่อเป็นทางออกในการแก้ปัญหาการปกครองท้องถิ่นไทย ซึ่งประกอบด้วยประเด็นที่เกี่ยวข้องกับการปกครองท้องถิ่นไทย ตั้งแต่พัฒนาการของการปกครองท้องถิ่นไทย
ปัญหาของการปกครองท้องถิ่นไทยที่ยังไม่ได้รับการแก้ไข รูปแบบการปกครองท้องถิ่นไทยในอนาคต ตลอดจนแนวทางในการส่งเสริมการปกครองท้องถิ่นโดยอำนาจประชาธิปไตยที่แท้จริงของประชาชน

       Promoting Thai people residing in a particular community to govern
themselves by means of decentralization is a fundamental notion for encouraging people to recognize and activate sovereignty in their community because this constitutes local people’s confidence and pride in themselves in expressing their own opinions and this does not ignore local people’s viewpoints. More importantly, this practice motivates local people to be decent citizens for supervising and determining precise directions in order to improve their community.

        This article aims at advocating the activation of genuine democracy by Thai locals citizens in both levels : locality and community as well as at
providing perspective supporting local people to govern themselves in order to solve problematic local government in Thailand, which includes issues concerning the Thai local government, evolution of the Thai local government, unsolved problems in the Thai local government, future formation of the Thai local government and procedure for supporting the local government with the citizens’ authentically democratic power.
