การเมืองความเชื่อมโยงภายในนโยบายต่างประเทศ ของไทย : ไทย กับ ความร่วมมือเอเชีย (Linkage Politics in Thai Foreign Policy : Thailand and ACD)

Abstract

ความร่วมมือเอเชีย (ACD) เป็นเวทีระดับทวีปที่ริเริ่มโดยไทยในสมัยรัฐบาล
ทักษิณ ชินวัตร ACD เป็นกรอบความร่วมมือที่ได้รับผลกระทบอย่างมีนัยสำคัญ
จากการเมืองภายในของไทย บทความนี้ต้องการแนะนำกรอบดังกล่าว และศึกษาความ
เชื่อมโยงระหว่างระบบภายในประเทศของไทยกับ ACD ว่ามีลักษณะอย่างไรผ่านกรอบ
แนวความคิดการเมืองความเชื่อมโยง บทความนี้ค้นพบว่าความเชื่อมโยงดังกล่าวเป็นไป
ในลักษณะที่เรียกว่ากระบวนการตอบสนอง กล่าวคือ ในสมัยรัฐบาลทักษิณ ชินวัตร
การทำงานของ ACD เป็นไปอย่างมีประสิทธิภาพ แต่ภายหลังการรัฐประหาร ค.ศ. 2006
ได้ส่งผลกระทบต่อการทำงานของ ACD รวมถึงบทบาทและผลประโยชน์แห่งชาติของไทย
ภายในกรอบดังกล่าว

Asia Cooperation Dialogue (ACD) is a continent-wide forum, initiated
by Thailand’s government under Thaksin Shinawatra. ACD is a regional
cooperative framework significantly affected by Thai domestic politics. This
article aims to introduce the framework and study the linkage between
Thailand’s national system and ACD by using linkage politics as the
conceptual framework. The article found that the linkage was a reactive
process: during the Thaksin government, the ACD had functioned smoothly
and effectively. However, after the 2006 Thai coup d'état, Thailand’s national
system did negatively affect ACD’s functions and efficiencies. It also affected
Thailand’s national interests and roles in ACD.
