แนวทางการจัดสวัสดิการที่ตอบสนองความต้องการ ของผู้สูงอายุในเขตเทศบาลเมืองดอนสัก อำเภอดอนสัก จังหวัดสุราษฎร์ธานี (The Guidelines of Social Welfare Services for the Elderly Needs in Donsak Municipality, Donsak District, Suratthani Province)

Abstract

งานวิจัยเรื่องนี้เป็นการวิจัยผสมผสาน (Mixed Method) มีวัตถุประสงค์เพื่อ
ศึกษาความต้องการสวัสดิการของผู้สูงอายุในเขตเทศบาลเมืองดอนสัก อำเภอดอนสัก
จังหวัดสุราษฎร์ธานี และหาแนวทางการจัดสวัสดิการที่ตอบสนองความต้องการของผู้สูงอายุ
ในเขตเทศบาลเมืองดอนสัก อำเภอดอนสัก จังหวัดสุราษฎร์ธานี ผู้ให้ข้อมูลในการวิจัย
แบ่งเป็น 3 ส่วน ตามกิจกรรมการเก็บรวบรวมข้อมูลทั้งเชิงปริมาณและเชิงคุณภาพ
คือ 1) ประชากรเชิงปริมาณ เก็บแบบสอบถามจากกลุ่มตัวอย่างผู้สูงอายุที่อาศัยอยู่ในเขต
เทศบาลเมืองดอนสัก อำเภอดอนสัก จังหวัดสุราษฎร์ธานี จำนวน 305 คน โดยการสุ่ม
แบบชั้นภูมิ และ 2) ประชากรเชิงคุณภาพ เลือกแบบเจาะจงจาก 2 กลุ่มคือ กลุ่มผู้ให้ข้อมูล
ในการสัมภาษณ์เชิงลึก 8 คน และกลุ่มผู้ให้ข้อมูลในการสนทนากลุ่ม 15 คน วิเคราะห์
ข้อมูลเชิงปริมาณด้วยโปรแกรมสำเร็จรูป ใช้ค่าความถี่ ร้อยละ ค่าเฉลี่ยและค่าเบี่ยงเบน
มาตรฐาน การวิจัยเชิงคุณภาพ ทำการวิเคราะห์เนื้อหา เชื่อมโยงความสัมพันธ์ของข้อมูล
จากนั้นนำผลการศึกษาทั้ง 2 ส่วนมาสังเคราะห์ร่วมกัน แล้วนำเสนอในรูปแบบพรรณนา 

ผลการศึกษา พบว่า ความต้องการสวัสดิการของผู้สูงอายุในเขตเทศบาล
เมืองดอนสัก อำเภอดอนสัก จังหวัดสุราษฎร์ธานีเรียงจากมากไปน้อย คือ ด้านสุขภาพ
อนามัย ด้านการแก้ไขปัญหาความยากจนและด้อยโอกาส ด้านที่อยู่อาศัย ด้านนันทนาการ
และด้านการศึกษาเรียนรู้
แนวทางการจัดสวัสดิการที่ตอบสนองความต้องการของผู้สูงอายุในเขตเทศบาล
เมืองดอนสัก อำเภอดอนสัก จังหวัดสุราษฎร์ธานี ได้แก่ 1) จัดสวัสดิการตามความต้องการ
ของผู้สูงอายุ 2) จัดสวัสดิการตามสภาพความเป็นจริงของผู้สูงอายุ โดยจัดสวัสดิการตาม
ช่วงวัยและลักษณะของผู้สูงอายุ และ 3) การจัดสวัสดิการที่เน้นการประสานงาน
ในรูปแบบเครือข่ายที่มีท้องถิ่นเป็นศูนย์กลางในการประสานงาน

This research was designed to study the need and guideline of the
social welfare services for the elderly in Donsak Municipality, Suratthani
Province. This research is a mixed method using qualitative and quantitative
research work. In the qualitative research, data were collected by stratified
sampling consisted of 305 elderly who live in Donsak District using questionnaires
and analyzed by descriptive statistics including frequency, percentage, mean
and standard deviation. In the quantitative research, the samples were divided
into 2 groups using purposive sampling, in the first group, an in - depth interview
was used with 8 participants. in the second group, a focus group discussion
was used with 15 participants. The content has been analyzed and linked to
the relationship of data, the results from both studies were synthesized and
presented in a descriptive arrangement. 

The research results showed that the need of social welfare for
the elderly in Donsak district ranked in the following descending order: public
health and sanitation, problem solving of poverty, disadvantaged, residence,
recreation, and education, respectively. The guidelines of social service
management for the elderly are as follows: 1) provide appropriate social
welfare as the need of elderly. 2) The welfare of the elderly is base on the true
detail management, providing welfare based on the age range and
characteristics of the elderly. 3) Welfare management, which emphasizes on
the collaboration in the procedure of local networks as a coordination centre.
