ความขัดแย้งในการใช้พื้นที่หนองใหญ่ตำบลบางลึก อำเภอเมือง จังหวัดชุมพร (The Conflicts over land use in Nong Yai areaTambon Bangluek, Amphoe Muang, Changwat Chumphon)

Abstract

รายงาน วิจัยฉบับนี้ เป็นการเสนอผลการวิจัยเชิงคุณภาพที่ศึกษาถึงสภาพปัญหาการแย่งชิงการใช้ พื้นที่หนองใหญ่ ระหว่างกลุ่มศูนย์การเรียนรู้ตามปรัชญาเศรษฐกิจพอเพียงกับกลุ่มผู้เลี้ยง กระบือ รายงานวิจัยมีวัตถุประสงค์เพื่อ 1) วิเคราะห์ความขัดแย้งระหว่างระหว่างกลุ่มศูนย์การเรียนรู้ตามปรัชญาเศรษฐกิจ พอเพียงกับกลุ่มผู้เลี้ยงกระบือ 2) วิเคราะห์แนวโน้มของสถานการณ์ความขัดแย้งและเสนอแนะทางเลือกเพื่อให้ผู้ที่ เกี่ยวข้องพิจารณาแก้ไขปัญหา การรวบรวมข้อมูลนั้นรวบรวมจากเอกสาร การสัมภาษณ์ การสนทนากลุ่มและการสังเกตการณ์อย่างไม่มีส่วนร่วม โดยใช้ระยะเวลา ตั้งแต่เดือนมกราคม-ธันวาคม 2553 ผลการศึกษาพบว่า ความขัดแย้งยังคงดำรงอยู่ ทั้งสองฝ่ายเกิดทัศนคติด้านลบต่อกันที่อาจนำไปสู่พฤติกรรมรุนแรงได้ในอนาคต และยังไม่ได้รับการจัดการแก้ไขเนื่องจากเหตุผลหลายประการ เช่น ความไม่ต่อเนื่องในการบริหารงานของผู้ว่าราชการจังหวัด กลุ่มผู้เลี้ยงกระบือรู้สึกว่าไม่ได้รับความเป็นธรรม อำนาจที่ไม่สมมาตร เป็นต้น โดยงานวิจัยเสนอแนะให้หน่วยงานที่เกี่ยวข้องใช้กระบวนการสานเสวนาเพื่อหา ฉันทามติร่วมกันในประเด็นการใช้พื้นที่หนองใหญ่ และที่สำคัญคือเพื่อกำหนดทิศทางการพัฒนาและอนุรักษ์พื้นที่หนองใหญ่ในอนาคต

This research article presents findings from a qualitative research that studied the conflict on the competition over the uses of land in Nong Yai area. The research aimed to understand the conflict between the learning center group and the buffalo owner group. The main objectives of this research were 1) to analyze conflicts between the learning center group and the buffalo owner group
over the use of land 2) to analyze the future trend of conflict situation as well as to propose alternatives of conflict resolution for those who are involved. Data collection was conducted by reviewing documents, interviewing, conducting group, and non-participant observation from January to December 2010. The
research finding revealed that conflicts still remained. The two groups had negative attitudes which might lead to violence in the future and these conflicts have not been solved due to many reasons such as discontinuity in top-level management, Buffalo owner group felt they were not received justice, and asymmetric of power. Therefore, this study suggested that the involved organizations should apply dialogue process to seek for consensus in the use of land in Nong Yai area and more importantly, to set up the directions for the development and conservative of Nong Yai.
