ทุนทางสังคมและความเข้มแข็งของกลุ่มประชาสังคม พื้น ที่สุราษฎร์ธานี (Social Capital and the Civil Society Strengths of in Suratthani Province)

Abstract

งานวิจัยนี้มุ่งศึกษารูปแบบปฏิบัติการของกลุ่มประชาสังคมพื้นที่สุราษฎร์ธานี
เป็นการวิจัยเชิงปฏิบัติการแบบมีส่วนร่วม เก็บรวบรวมข้อมูลด้วยการวิธีการสัมภาษณ์
แบบไม่มีโครงสร้าง (non - structured interview) จากกลุ่มเป้าหมายจำนวน 4 กลุ่ม คือ
เครือข่ายการจัดการทรัพยากรธรรมชาติอ่าวบ้านดอน กลุ่มยุวชนสร้างสรรค์จังหวัด
สุราษฏร์ธานี มูลนิธิป่า - ทะเลเพื่อชีวิต2 และมูลนิธิรักษ์ไทย ภายใต้ทุนทางสังคมที่มีอยู่ใน
ชุมชน 4 ด้าน คือ ทุนทางทรัพยากรธรรมชาติ ทุนมนุษย์ ทุนทางภูมิปัญญาและวัฒนธรรม
และทุนทางสถาบัน โดยเป็นต้นทุนหลักในการปฏิบัติการของกลุ่มประชาสังคมทั้ง 4 กลุ่ม
พบว่า 1) เครือข่ายการจัดการทรัพยากรธรรมชาติอ่าวบ้านดอน มีทุนทางทรัพยากรธรรมชาติ
ทุนมนุษย์ ทุนทางภูมิปัญญาและวัฒนธรรม และทุนทางสถาบัน 2) กลุ่มยุวชนสร้างสรรค์
จังหวัดสุราษฏร์ธานี มีทุนมนุษย์ ทุนทางภูมิปัญญาและวัฒนธรรม และทุนทางสถาบัน
3) มูลนิธิป่า - ทะเลเพื่อชีวิต พบว่า มีทรัพยากรธรรมชาติ ทุนมนุษย์ ทุนทางภูมิปัญญาและ
วัฒนธรรม และทุนทางสถาบัน 4) มูลนิธิรักษ์ไทย พบว่า ทุนมนุษย์ และทุนทางสถาบัน
ดังนั้นทุนทางสังคมของกลุ่มประชาสังคมพื้นที่สุราษฎร์ธานีมีหัวใจสำคัญอยู่ที่การใช้

ทุนทางสังคมที่มีอยู่เดิมเป็นกลไกลสร้างให้กลุ่มประชาสังคมขับเคลื่อนที่เข้มแข็งและสร้าง
ชุมชนที่ยั่งยืน

This research aims to investigate the operating pattern of four civil society
groups in Suratthani province. This Participatory Action Research - PAR
aims based on a gaththering of data by non - structured interview. The four
civil society groups in Suratthani province namely Aew Baan Don’s Natural
Resources management Network, Youth Creative Group’s Suratthani, Forest
and Sea for life Foundation and RaksThai Foundation. The social capital
framework is categorized into four elements; 1) Natural resource capital
2) Human capital 3) Wisdom and cultural capital and 4) Institutional capital.
When applying the social capital framework with these four civil society groups,
it is found that 1) Aew Baan Don’s Natural Resources management Network
has Natural resource capital, Human capital, Wisdom and cultural capital and
Institutional capital. 2) Youth Creative Group’s Suratthani has Human capital
and Wisdom, cultural capital and Institutional capital 3) Forest and Sea for life
Foundation has Natural resource capital, Human capital, Wisdom and cultural
capital and Institutional capital. 4) RaksThai Foundation has Human capital and
Institutional capital. Therefore, it can be seen that social capital of the civil
society groups in Suratthani province has made use of the existed social
capital as mechanisms to build strong and sustainable communities
