การนำนโยบายรีเจนเนอเรชั่นมาใช้เพื่อพัฒนาระบบ สวัสดิการสังคมและความยั่งยืนของการพัฒนาชุมชน ในประเทศไทย (Expending Regeneration Policy to Sustainable Social Welfare System and Community Development in Thailand)

Abstract

นโยบายรีเจนเนอเรชั่น (Regeneration) ที่เกิดขึ้นในประเทศอังกฤษ ในยุค
ของนางมาร์กาเรต แทตเชอร์ (Margaret Thatcher) แสดงให้เห็นถึงแนวความคิด
ของการปฏิรูปองค์กรรัฐไปสู่ชุมชนและเอกชน นโยบายดังกล่าว ถือได้ว่าเป็นการบริหาร
จัดการที่มีประสิทธิภาพ มีประสิทธิผล มีความยั่งยืน และมีความทันสมัยอย่างแท้จริง
ทั้งยังจะดีกว่ารูปแบบการบริหารจัดการแบบเดิมที่เน้นการกระจายรายได้ มีความใหญ่โต
เชื่องช้า ไม่คล่องตัว และยากแก่การเปลี่ยนแปลง นอกจากการเปลี่ยนแปลงการบริหาร
จัดการจากล่างสู่บนแล้ว รีเจนเนอเรชั่น ยังแสดงให้เห็นถึงความสำคัญของอำนาจ และ
การที่อำนาจถูกแทรกแซงจากความเป็นชุมชนและเมือง รัฐจึงมีบทบาทสำคัญที่จะทำการ
ถ่วงดุลอำนาจระหว่างกลุ่มผลประโยชน์ เสริมสร้างการขยายเทคโนโลยีต่าง ๆ เพื่อเปิด
โอกาสให้อำนาจระหว่างกลุ่มได้รับการถ่วงดุล และสร้างความสมดุลทางอำนาจระหว่างกัน
ดังนั้น รัฐจึงต้องเปิดโอกาสให้ชุมชนได้ทำการเรียนรู้ในสิทธิของตน สิทธิที่จะร้องขอให้รัฐ
ทำบางสิ่งบางอย่างให้ในฐานะพลเมือง ทั้งนี้ ชุมชนก็ยังต้องอยู่ในรากฐานของความ
ยุติธรรมและความตระหนักในผลประโยชน์ร่วมกันของสังคมด้วยเช่นเดียวกัน

Under administering by Margaret Thatcher, regeneration policy has
demonstrated the concept of community and private sector reform. The policy
has been accredited as the most effective and efficient management in
England for a number of years. Regeneration has been recognized by modern
experience in the way that the policy was far better than traditional forms of
management that focused mostly on people income distribution. Not only the
traditional management is big and bulky slow, but also difficult to change.
Regeneration shows an innovative changing of management from a lower to
upper level, at the same time, presents how power can be intervened by
interest groups and authorities. Essentially, the State must make an important
role to make interest groups’ power balance, at the same time, enhance
government’s technologies to open people opportunities to manage their
power. In order to do that, the state must allow community to learn about their
rights and to request the government to do whatever they were asking to do
so as citizens. However, in order to use these powers, people must rely upon
the justice foundation and the common interest’s awareness.
